Al Jaddaf and Culture Village: living on the Creek near the centre

On the Creek, between Downtown and the airport, with a metro and soon the Blue Line: why Al Jaddaf is becoming increasingly interesting for investors.

In short: Al Jaddaf lies on Dubai Creek, between Downtown, Business Bay and the airport. For a long time the area was dominated by shipyards and commercial use; now it is turning into a residential location – with new projects, a metro station and, in future, a Blue Line station. For investors, Al Jaddaf is a centrally located district on the rise.

Location and access

Al Jaddaf lies on the west bank of Dubai Creek, directly opposite Dubai Festival City and not far from Dubai Creek Harbour. Downtown and Business Bay are just minutes away, DXB airport about ten minutes. The Green Line metro already stops in the district; the new Blue Line is due to add another station from 2029 and cross the Creek on a new bridge.

From shipyard district to residential location

On the shores of Al Jaddaf, dhows – the wooden trading vessels that still sail the Creek today – were traditionally built and repaired. In the 2000s Culture Village was created as a waterfront project with hotels and apartments, including a well-known Italian-style luxury hotel. Also on the Creek stands the large Mohammed bin Rashid Library, a striking building shaped like an open book stand.

In recent years land in Al Jaddaf has been opened to foreign buyers, and numerous new residential projects have been completed or are under construction.

Living in Al Jaddaf

  • Central: Downtown, Business Bay, the airport and old Dubai within minutes.
  • The Creek: A promenade and water views, especially in Culture Village.
  • A district in transition: Alongside new residential projects there’s still commercial use and construction.
  • Healthcare: Dubai Healthcare City with its clinics is next door.

Buying an apartment in Al Jaddaf

On offer are mainly apartments in new and newer buildings, many of them off-plan, some already complete. Prices are usually below Downtown and Business Bay – with a similarly central location.

What matters

  • Position in the district: Proximity to the Creek, the metro and the finished parts of Culture Village.
  • Developer: Check experience and completed projects.
  • Freehold status: Have it confirmed for every project.
  • View: A Creek or skyline view is a clear advantage.
Straight talk: Al Jaddaf is a typical district for investors who want a central location without paying Downtown prices – and who are willing to live with a district in transition for a while.

How buying in Al Jaddaf works

In Al Jaddaf there are ready properties as well as projects under construction. The process differs:

  • Ready property: sale agreement in line with RERA (Form F) with a deposit of usually 10 percent, a no objection certificate (NOC) from the developer, then payment and transfer at a Registration Trustee of the Dubai Land Department. Details in our guide Buying a ready property.
  • Off-plan: reservation, purchase agreement with the developer (Sale and Purchase Agreement), registration in the interim register Oqood and payments according to construction progress into an escrow account. On handover you receive the title deed. Details in our guide Buying off-plan in Dubai.

For ready properties, budget around 6.5 percent in buying costs; for off-plan mainly the 4 percent registration fee. Both can be done from abroad – with video viewings and a power of attorney.

Running costs as an owner in Al Jaddaf

After buying an apartment, these are the main ongoing costs:

  • Service charges: for maintenance, security, pools and common areas, calculated by the size of your unit. The approved rates for each building are listed in the Service Charge Index of the Dubai Land Department.
  • Electricity and water: via the utility DEWA; many buildings add a separate charge for district cooling.
  • Housing fee: 5 percent of the annual rental value, billed through the DEWA account. It is paid by whoever lives in the home – so by your tenant if you let it.
  • Ejari: every tenancy contract is registered; via the Dubai REST app this costs AED 177.75.
  • Management: if you aren’t on site, a property manager handles letting and upkeep for a fee.

A visa through your property

With a property in Al Jaddaf you may also be able to get a residence visa:

  • Golden Visa: ten years of residence if your properties in Dubai are worth at least AED 2 million in total – also with a mortgage or, under certain conditions, off-plan.
  • Investor visa: a shorter visa for owners who don’t reach the Golden Visa threshold.
