JVC – Jumeirah Village Circle: buying an apartment as an investment

Laid out in a circle, lots of new apartments, popular with mid-budget tenants: what makes JVC and why the developer matters more here than elsewhere.

In short: JVC stands for Jumeirah Village Circle – a residential area laid out in a circle inland, about a quarter of an hour from the Marina. Few districts have gained as many new apartments in recent years. JVC is popular with mid-budget tenants and with investors who want to get started with manageable capital.

Location and access

JVC lies inland, south-east of the Marina. Dubai Marina and JLT are about 15 minutes by car, Downtown around 25 minutes. The district is framed by major roads: Al Khail Road, Hessa Street and Sheikh Mohammed bin Zayed Road. There is no metro station – JVC is a district for drivers.

Right next door are JVT, Dubai Sports City and Motor City, Arjan and Dubai Hills Estate.

What’s behind the name

“Jumeirah Village Circle” describes the layout: the district is laid out as a circle, crossed by ring roads, with parks in each sub-district. Nakheel developed the master plan in the 2000s, originally mainly for townhouses and villas. Later many plots were sold to other developers, who built apartment buildings there – mostly mid-rise blocks rather than skyscrapers.

The result is a district that has grown strongly and is still growing. Alongside established corners with cafés, supermarkets and parks, there are streets where construction is still going on.

Living in JVC

  • Greenery: Every sub-district has parks and playgrounds – more green than you’d expect from outside.
  • Shopping: Supermarkets in many buildings, plus a mall in the district and larger shopping centres nearby.
  • Schools: Some schools and nurseries in the district and in JVT.
  • Atmosphere: Quieter than the Marina, a mix of young professionals, couples and families.
  • Traffic: At peak times the exits from the circle can get busy.

Buying an apartment in JVC

In JVC you mainly buy apartments – studios and one- to three-bedroom units – in mid-rise buildings with a pool and gym. There are also townhouses and some villas. A large share of supply is off-plan projects with payment plans; there are also many ready apartments.

Why the developer matters so much here

A great many developers build in JVC, from big well-known names to small firms with just a few projects. Build quality, finishes, punctuality and building management vary accordingly. Two apartments of the same size, just one street apart, can differ markedly in rent and resale value.

What to look for

  • Developer track record: How many projects has the developer completed, on time and at what quality?
  • Position in the circle: Proximity to parks, exits and established streets with cafés and shops.
  • Layout: Compact apartments are affordable, but must be easy to furnish and let.
  • Future supply: What else is being built in the immediate area?
  • Service charges: Check them in the Service Charge Index of the Dubai Land Department.
Caution: A low price per square metre is not an argument in itself in JVC. What matters is whether the apartment can still hold its own against the many new buildings in the district in five years’ time.

How buying in JVC works

In JVC there are ready properties as well as projects under construction. The process differs:

  • Ready property: sale agreement in line with RERA (Form F) with a deposit of usually 10 percent, a no objection certificate (NOC) from the developer, then payment and transfer at a Registration Trustee of the Dubai Land Department. Details in our guide Buying a ready property.
  • Off-plan: reservation, purchase agreement with the developer (Sale and Purchase Agreement), registration in the interim register Oqood and payments according to construction progress into an escrow account. On handover you receive the title deed. Details in our guide Buying off-plan in Dubai.

For ready properties, budget around 6.5 percent in buying costs; for off-plan mainly the 4 percent registration fee. Both can be done from abroad – with video viewings and a power of attorney.

Running costs as an owner in JVC

After buying an apartment, these are the main ongoing costs:

  • Service charges: for maintenance, security, pools and common areas, calculated by the size of your unit. The approved rates for each building are listed in the Service Charge Index of the Dubai Land Department.
  • Electricity and water: via the utility DEWA; many buildings add a separate charge for district cooling.
  • Housing fee: 5 percent of the annual rental value, billed through the DEWA account. It is paid by whoever lives in the home – so by your tenant if you let it.
  • Ejari: every tenancy contract is registered; via the Dubai REST app this costs AED 177.75.
  • Management: if you aren’t on site, a property manager handles letting and upkeep for a fee.

A visa through your property

With a property in JVC you may also be able to get a residence visa:

  • Golden Visa: ten years of residence if your properties in Dubai are worth at least AED 2 million in total – also with a mortgage or, under certain conditions, off-plan.
  • Investor visa: a shorter visa for owners who don’t reach the Golden Visa threshold.

Renting out

JVC is above all a market for long-term letting. Demand comes from young professionals, couples and small families looking for affordable, modern homes near the Marina and the free zones. Because supply is large, letting isn’t automatic: well-laid-out apartments in well-kept buildings let quickly, average ones take longer. JVC is the typical district for the tactician who wants solid rental income on a manageable budget, and for the portfolio investor combining several smaller apartments. Families looking for a house are more likely to find one in neighbouring JVT.
