In short: Bluewaters is a small man-made island right off JBR, known for the Ain Dubai observation wheel. Besides hotels and restaurants there are only a few residential buildings – so supply is exclusive and limited. Buyers here want an island feel with short distances to the Marina and JBR.
Location and access
Bluewaters lies just a few hundred metres off the beach at JBR. Pedestrians reach the island via a bridge straight from The Beach, and a separate road bridge leads from Sheikh Zayed Road onto the island. That puts Bluewaters right in the middle of new Dubai: Dubai Marina, Dubai Harbour and Palm Jumeirah are minutes away.
What Bluewaters is about
Meraas planned Bluewaters as a mixed district of homes, hotels, dining and leisure, and opened it in the late 2010s. Its landmark is the Ain Dubai wheel – “Ain” means “eye” in Arabic. At around 250 metres it is one of the tallest observation wheels in the world. Since opening, however, it has had several long breaks in operation; check whether it is running before you visit.

Living on Bluewaters
The island is compact and largely car-free. A promenade with restaurants, cafés and shops runs around the residential buildings, plus hotels with beaches and pools. Living here feels like living in a resort – with the advantage that JBR, with its beach, tram and supermarkets, is just a short walk away.
- Dining: Many restaurants with views of JBR and the Marina skyline.
- Beach: Beach sections mostly belong to the hotels; the public JBR beach is opposite.
- Peace and quiet: Quieter than JBR in the evening, but lively here too at weekends.
Who lives on Bluewaters
Residents are a varied mix: entrepreneurs and executives looking for a quiet address close to the Marina and the free zones, couples without children who enjoy the resort feel, and international buyers who use their apartment as a second home and let it in between. Families with school-age children, by contrast, mostly head for the villa communities inland, where schools and gardens are closer.
Buying an apartment on Bluewaters
The residential offer consists of a group of buildings with apartments of various sizes, penthouses and a few townhouses. Because there are only a few units on the island, listings rarely come up. That supports prices, but also keeps the choice small.
What to look for
- View: Sea view, a view of Ain Dubai or of the Marina and JBR skyline – each direction has its fans.
- Service charges: In a resort setting with promenade, security and common areas they are correspondingly high. Check them in the Service Charge Index of the Dubai Land Department.
- New projects: Meraas is expanding supply on the island and nearby. For such projects the rules for off-plan purchases apply.
Running costs as an owner in Bluewaters
After buying an apartment, these are the main ongoing costs:
- Service charges: for maintenance, security, pools and common areas, calculated by the size of your unit. The approved rates for each building are listed in the Service Charge Index of the Dubai Land Department.
- Electricity and water: via the utility DEWA; many buildings add a separate charge for district cooling.
- Housing fee: 5 percent of the annual rental value, billed through the DEWA account. It is paid by whoever lives in the home – so by your tenant if you let it.
- Ejari: every tenancy contract is registered; via the Dubai REST app this costs AED 177.75.
- Management: if you aren’t on site, a property manager handles letting and upkeep for a fee.

A visa through your property
With a property in Bluewaters you may also be able to get a residence visa:
- Golden Visa: ten years of residence if your properties in Dubai are worth at least AED 2 million in total – also with a mortgage or, under certain conditions, off-plan.
- Investor visa: a shorter visa for owners who don’t reach the Golden Visa threshold.

Renting out

How buying in Bluewaters works
In Bluewaters there are ready properties as well as projects under construction. The process differs:
- Ready property: sale agreement in line with RERA (Form F) with a deposit of usually 10 percent, a no objection certificate (NOC) from the developer, then payment and transfer at a Registration Trustee of the Dubai Land Department. Details in our guide Buying a ready property.
- Off-plan: reservation, purchase agreement with the developer (Sale and Purchase Agreement), registration in the interim register Oqood and payments according to construction progress into an escrow account. On handover you receive the title deed. Details in our guide Buying off-plan in Dubai.
For ready properties, budget around 6.5 percent in buying costs; for off-plan mainly the 4 percent registration fee. Both can be done from abroad – with video viewings and a power of attorney.

Bluewaters is a niche for buyers who want exactly this island feel and bring the budget to match. For pure yield considerations, the Marina and JBR offer more choice. But if you’re looking for a special property with little competition, you’ll find it here.
