Port, free zone and villas between the Marina and Expo City: why Jebel Ali is gaining importance with Palm Jebel Ali and the new airport.

In short: Jebel Ali in south-west Dubai is best known as a port and free trade zone. You can live here in Jebel Ali Village, a villa community by Nakheel, and in projects for the many employees of the free zone. With Palm Jebel Ali, Expo City and the expansion of Al Maktoum airport, the area is moving more into focus.

Location and access

Jebel Ali lies on Sheikh Zayed Road south-west of Discovery Gardens and Al Furjan, on the way to Abu Dhabi. The Marina is about 15 minutes away, Downtown about 35 minutes. The Red Line metro runs through the area. Off the coast, Palm Jebel Ali is being built; inland lie Expo City and Dubai South with Al Maktoum airport.

Port and free zone

In the late 1970s one of the world’s largest man-made ports was built at Jebel Ali. Next to it, the Jebel Ali Free Zone (JAFZA) was created – one of the first and still the largest free trade zones in the region, home to thousands of companies in trade, logistics and industry. For anyone looking for a home, that means a great many jobs nearby.

Jebel Ali Village is a villa community by Nakheel that has been rebuilt and offers families modern houses in a quiet setting.

Property in Jebel Ali

The offer includes villas in Jebel Ali Village and apartments in projects near the free zone. Jebel Ali is explicitly named in the regulation on freehold areas; nevertheless, check the freehold status of every property.

What matters

  • Distance from the port and industry: Residential locations vary greatly in quiet and air quality.
  • Developer: Check experience and completed projects.
  • Development of the area: Palm Jebel Ali and the airport could strengthen demand in the long term.
Straight talk: Today Jebel Ali is mainly a place of work. If you buy here, you’re betting that the big projects next door will upgrade the area in the coming years.

How buying in Jebel Ali works

In Jebel Ali there are ready properties as well as projects under construction. The process differs:

  • Ready property: sale agreement in line with RERA (Form F) with a deposit of usually 10 percent, a no objection certificate (NOC) from the developer, then payment and transfer at a Registration Trustee of the Dubai Land Department. Details in our guide Buying a ready property.
  • Off-plan: reservation, purchase agreement with the developer (Sale and Purchase Agreement), registration in the interim register Oqood and payments according to construction progress into an escrow account. On handover you receive the title deed. Details in our guide Buying off-plan in Dubai.

For ready properties, budget around 6.5 percent in buying costs; for off-plan mainly the 4 percent registration fee. Both can be done from abroad – with video viewings and a power of attorney.

Running costs as an owner in Jebel Ali

With a house, some typical costs come on top of the usual items:

  • Service charges: for roads, green spaces, security and community facilities. The approved rates are listed in the Service Charge Index of the Dubai Land Department.
  • Electricity and water: via DEWA; noticeably higher for large houses with pool and garden than for apartments, especially in summer.
  • Garden, pool and air conditioning: regular care and servicing are a must if the house is to keep its value.
  • Housing fee: 5 percent of the annual rental value via the DEWA bill – paid by the tenant if you let.
  • Ejari: registration of every tenancy contract, AED 177.75 via Dubai REST.

A visa through your property

With a property in Jebel Ali you may also be able to get a residence visa:

  • Golden Visa: ten years of residence if your properties in Dubai are worth at least AED 2 million in total – also with a mortgage or, under certain conditions, off-plan.
  • Investor visa: a shorter visa for owners who don’t reach the Golden Visa threshold.

Typical mistakes when buying in Jebel Ali

  • Betting only on the future: Buy a property that can be let today – not just because of future mega-projects.
  • Ignoring the proximity to industry: Check noise, traffic and surroundings on site.
  • Not checking freehold status: Not every area in Jebel Ali is intended for residential use by foreigners.

Renting out
